Since that initial accreditation, SKFR has successfully been re-accredited every five years, our last being in August 2010. Accreditation serves as a proven method of evaluation and is a valuable achievement for the organization and community.
There are two steps in the evaluation. Initially, accreditation involves a self-evaluation process that looks at over 260 criteria, including 82 core competencies which are
mandatory requirements. Each criterion must describe the program, analyze its effectiveness, plan for improvement and show documentation to prove it. This self-
assessment is divided into 10 categories: administration, planning, goals, finances, programs, physical resources, human resources, training, communications and inter-agency relationships. This is coupled with three mandatory base documents: the Standard of Coverage, Strategic Plan and a Community Risk Assessment. All of these
represent a comprehensive evaluation of how we provide emergency services in our community including response times, station locations, frequency of events,
critical staffing, resources, and historical data.
This self-evaluation manual is in essence a blueprint of our organization. By identifying strengths and weaknesses, it also becomes a roadmap to continuous self-improvement that allows us to work toward achieving the highest level of service delivery in the most cost-effective manner.
Once the self-assessment manual is completed and approved to form by outside peer assessors trained in this discipline, a peer team conducts an on-site review which usually lasts three days. The peer team is an independent third-party evaluation comprised of fire service members, city managers or insurance industry personnel selected from various areas within the United States who have experience with like agencies and have no relationship with our agency. This independence gives them the ability to objectively evaluate the organization based upon industry standards and best management practices.
If all the supporting documentation is verified as valid, then the site evaluation team recommends the organization for accreditation to the CFAI.
While the accreditation process is intensive and time-consuming, it has a direct positive impact on the way South Kitsap Fire & Rescue serves its citizens. WASHINGTON ? A compromise bill extending a payroll tax cut and jobless benefits for the long-term unemployed should be enacted, but it's not going to help the economy very much, House Speaker John Boehner said Thursday.
Boehner, R-Ohio, made the remarks hours after bipartisan congressional bargainers announced agreement on legislation extending those provisions through 2012 and heading off a steep cut in reimbursements for physicians who treat Medicare patients. The bill would assure a continued tax cut for 160 million workers and jobless benefits for several million others, delivering top election-year priorities to President Barack Obama and edging a white-hot political battle a big step closer to resolution.
Boehner told reporters the accord is "a fair agreement and one that I support."
But he said an issue over legislative language remains unresolved ? he did not reveal what it is ? and did not say if Congress would vote on the pact by Friday. That has been congressional leaders' goal.
In a jab at Obama, Boehner minimized the impact the measure would have. Last fall, Obama proposed extending the payroll tax cut and added jobless benefits through this year as major pillars of his program for creating jobs.
"Let's face it, this is an economic relief package, not a bill that is going to grow the economy and create jobs," Boehner said.
Boehner's comment underscored the GOP's desire to limit Obama's ability to declare victory over the legislation. The fight over the payroll tax cut and jobless benefits has been waged since late last year and has taken a political toll on Republicans.
Both proposals initially ran into GOP resistance, some of which lingers. But Republicans have largely concluded it would be damaging to oppose the package, particularly in this presidential and congressional election year.
That contrasted with their attitude in December, when House Republicans refused to back a bipartisan Senate bill providing a two-month extension of the tax cuts and jobless benefits while bargainers completed a yearlong deal. Within days, they retreated under barrages of criticism from Republicans and conservatives around the country.
Illustrating their reluctance to be seen as blocking a middle-class tax cut, House Republicans removed the major hurdle to the legislation earlier this week when they agreed that the payroll tax cut ? comprising about two-thirds of the measure's cost ? would not have to be paid for with spending cuts.
The House's top Democrat, Rep. Nancy Pelosi, said Democrats are mostly satisfied with the compromise and said it should be pushed through Congress quickly.
"I don't think the American people can wait another day," Pelosi, D-Calif., told reporters.
Pelosi said that while Democrats were hoping parts of the roughly $150 billion measure could be paid for with savings from winding down wars in Iraq and Afghanistan, "I don't see a scenario where our members would vote against it."
The two lead negotiators, Rep. David Camp, R-Mich., and Sen. Max Baucus, D-Mont., said shortly after midnight that they had reached agreement and that only technical issues and the drafting of legislative language remained.
The bargainers spent Wednesday trying to extinguish last-minute brushfires.
Chief among the late disputes was a proposal to save around $15 billion ? about half the $30 billion cost of the bill's extended jobless benefits ? by requiring federal workers to contribute an additional 1.5 percent of their pay to their pensions.
Democrats, including Sen. Ben Cardin and others from Maryland, home to many government employees, resisted that plan, holding up a final handshake among congressional bargainers. The provision was ultimately changed to target the boost only at newly hired federal workers, requiring them to contribute 2.3 percent of their salaries toward defined benefit pensions.
There was little controversy over the main thrust of the bill.
A 2-percentage-point cut in the 6.2 percent Social Security payroll tax, which is deducted from workers' paychecks, would run through 2012. For a family earning $50,000 a year, the cut saves $1,000 annually.
Extra unemployment benefits for people out of work the longest would be extended for the same period, and a 27 percent slash in federal reimbursements for physicians who treat Medicare patients would be averted.
Unless Congress acts, the tax cut and added jobless benefits would expire, and doctors' Medicare payments would be reduced, all on March 1.
In a GOP win, the bill would phase down the current maximum 99 weeks of jobless coverage to 73 weeks in the hardest-hit states by autumn, though in most states, people would get no more than 63 weeks.
Besides increasing new federal workers' pension contributions, more savings were supposed to come from government sales of parts of the broadcast spectrum to wireless companies. The spectrum auction was supposed to raise about $15 billion ? even after $7 billion would be spent for a new communications network for emergency workers.
The government's main welfare program would be continued through this year. Republicans won a provision barring welfare recipients from using their electronic cards to withdraw cash from teller machines in liquor stores, strip clubs and casinos.
The $20 billion price tag for preventing the cut in doctors' Medicare reimbursements would be covered partly by trimming a fund Obama's health care overhaul created to help prevent obesity and smoking. There would also be reductions in Medicaid payments to hospitals that treat high numbers of uninsured patients.
Dropped from the final compromise were proposals to renew expiring business tax cuts; a GOP plan to require unemployment recipients to work toward high school equivalency diplomas; and another Republican provision, aimed at illegal immigrants, requiring low-income people to have Social Security numbers before they can get checks from the Internal Revenue Service for the children's tax credit.

COMAYAGUA, Honduras (Reuters) ? More than 350 convicts died screaming and spluttering when a huge fire ripped through a prison in Honduras, reducing large swathes of the complex to a blackened husk.
Choked by smoke and scorched by flames, hundreds of inmates scrambled to escape with their lives after an inmate apparently set fire to the overcrowded prison in Comayagua, about 75 km (45 miles) north of the capital Tegucigalpa on Tuesday night.
But 359 people were unable to get out and perished in the blaze, the attorney general's office said. It was one of the worst prison fires in history, a grim new milestone for a country the United Nations says is already the most murderous on the planet.
"I thought I was going to die," said Marco Alvarez, a 27-year-old serving time for armed robbery. "I was just thinking about saving my life. We shouted for the prisoner warden, but nobody came. Nobody would open up."
Inmates heard screams as the fire engulfed the prison, trapping inmates in their cells. Many of the bodies recovered from the gutted complex were so charred, officials said they would need to use dental records and DNA to identify them.
Furious relatives came to vent their anger outside the prison, which stands behind a fenced off field ringed with scattered palm trees where prisoners can plant crops.
Some of the protesters suspected it was a deliberate attack and that police and guards knew about it ahead of time.
"This was no accident," said Carmen Sapeda, 47, who came to see if her convict brother Wilfredo was alive.
"This was planned from inside the prison," she said as dozens of friends and family members threw sticks at police in a pickup truck and screamed "murderers" at them.
All day, rescue workers and police labored to remove bodies from the scene while angry relatives of the prisoners remonstrated with authorities.
The governor of Comayagua province, Paola Castro, said a convict had apparently started the fire.
"One inmate got in touch with me just after 11 p.m. to say another inmate had set fire to the prison in block number 6, presumably by setting fire to a mattress," she told Reuters, explaining that she had met the prisoner during her social work at the prison.
It was unclear why the inmate would have started the fire.
Honduras is ravaged by violent street gangs, brutal drug traffickers and rampant poverty. The violence on the streets is mirrored by frequent riots and deadly clashes between rival gangs behind bars.
SHOCKING
But the devastation wrought in the Comayagua prison was shocking even by Honduran standards.
By the time Red Cross volunteer Jose Manuel Gomez arrived, all he could do was gather up remains of some victims.
"We're placing them into bags in parts because when we grab them, they disintegrate," he said.
The inferno was the third major prison fire in Honduras since 2003 with dilapidated jails packed at more than double their capacity across the Central American nation.
Many of those who came to protest the events in Comayagua were women. Police responded to rocks being thrown by firing shots into the air and shooting tear gas at protesters.
President Porfirio Lobo said he had suspended the director of the prison and the head of the national penal system to ensure a thorough investigation.
He promised to "take urgent measures to deal with this tragedy, which has plunged all Hondurans into mourning."
Police reported that one of the dead was a woman who had stayed overnight at the prison and the rest were inmates, but noted some of those presumed dead could have escaped.
Alvarez, along with many other survivors, got out of the jail after forcing his way through the tin roof of his cell.
"There were five of us cellmates who escaped, and five who died," he told Reuters after limping out of the prison with a severe burn on his leg. "I don't know about the other five."
VIOLENT GANGS, DRUGS
Honduras' violent street gangs, known as 'maras', gained power inside Hispanic neighborhoods in the United States in the 1980s and then spread down into Central America. Their members wear distinctive tattoos and are involved in drugs and weapons trafficking, armed robbery and protection rackets.
The country is a major narcotics trafficking transit point for South American cocaine moving north to consumers in the United States, and authorities say they are grappling with a growing presence of violent Mexican drug cartels.
Honduras had more than 80 homicides per 100,000 people in 2009, a rate 16 times that of the United States, according to a United Nations report last year. A slow and inefficient justice system has stretched jails to bursting point.
All told, the country's penitentiaries are meant to hold 6,000. But the prison population is more than 12,500. Comayagua housed more than 850 inmates, well above its limit of around 500. Officials are still investigating what caused the fire.
In 2003, a blaze broke out after a riot in another prison in northern Honduras, killing 68. An investigation found police and prison staff had shot and stabbed inmates in the melee.
The government pledged to improve the crumbling prison system but just a year later more than 100 prisoners were killed in a fire in San Pedro Sula. Survivors of that blaze said guards fired on inmates trying to escape or left them locked up to die.
A political crisis ripped through Honduras in mid-2009 when a widely-condemned coup toppled the democratically elected president but the country has been trying to heal divisions since Lobo was elected later that year.

Comayagua Gov. Paola Castro said she called the Red Cross and fire brigade immediately after receiving the call late Tuesday night. But firefighters said they were kept outside for half an hour by guards who fired their guns in the air, thinking they had a riot or a breakout on their hands.
Officials have long had little control over conditions inside many Honduran prisons, where inmates have largely unfettered access to cell phones and other contraband.
Survivors told investigators the unidentified inmate set fire to his bedding in the farm prison in the central town of Comayagua, 53 miles (86 kilometers) north of Tegucigalpa. The lockup housed people convicted of serious crimes such as homicide and armed robbery, but also those who had yet to be tried.
The blaze spread within minutes, killing inmates in their locked barracks.
"We couldn't get them out because we didn't have the keys and couldn't find the guards who had them," Comayagua fire department spokesman Josue Garcia said.
Survivors told grim tales of climbing walls to break the sheet metal roofing and escape, only to see prisoners in other cell blocks being burned alive. Inmates were found stuck to the prison's metal roofing, their burned bodies fused to the metal.
"I only saw flames, and when we got out, they were being burned, up against the bars, they were stuck to them," said Eladio Chicas, 40, who was in his 15th year of a 39-year sentence.
"It was something horrible," he said as he was led away by police, handcuffed, to testify before a local court about what he saw. "This is a nightmare."
With 856 prisoners packed into barracks, the prison was at double capacity, said Supreme Court Justice Richard Ordonez, who is leading the investigation. There were only 12 guards on duty when the fire broke out, said state prosecutor German Enamorado.
Ordonez told The Associated Press the fire started in a barracks where 105 prisoners were bunked, and only four of them survived. Some 115 bodies had been sent on Wednesday to the morgue in the capital of Tegucigalpa and that 358 people had been confirmed dead.
Other prisoners were set free by guards but died from the flames or smoke as they tried to flee into the fields surrounding the facility, where prisoners grew corn and beans on a state-run farm.
Ordonez said the inmates' bodies were found piled up in the prison's bathrooms, where they apparently fled to turn on the showers and hope the water would save them from the blistering flames.
Instead, their bodies were found stacked like cordwood, burnt to cinders. Prisoners perished clutching each other in bathtubs and curled up in laundry sinks
Ordonez said other were found stuck to the metal roofing, their burned bodies fused to the metal.
"We were awoken by the flames and screams," said homicide suspect Selbim Adonay, 18, one of the prison's many inmates awaiting trial. He wore a dust mask and handcuffs, his jeans torn. "We couldn't do anything because we were locked up."
Comayagua was built in the 1940s for 400 inmates.
Inside the prison, charred walls and debris showed the path of the fire, which burned through half of the prison, six barracks crammed with 70 to 105 inmates each in four levels of bunk beds.
Unlike U.S. prisons, where locks can be released automatically in an emergency, Honduran prisons are infamous for being old, overcrowded hotbeds of conflict and crime.
Outside the prison family members gathered late into the afternoon, some crying and some demanding justice,
"We want to see the body," shouted Juan Martinez, whose son was reported dead. "We'll be here until we get to do that."
A prisoner identified as Silverio Aguilar told HRN Radio that he first knew something was wrong when he heard a scream of "Fire! Fire!"
"For a while, nobody listened. But after a few minutes, which seemed like an eternity, a guard appeared with keys and let us out," he said.
He said there were 60 prisoners packed into his cell.
National prison system director Danilo Orellana defended the guards' decision to keep firefighters out as flames lit up the night sky.
"The guards first thought they had a prison break, so they followed the law saying no one could enter to prevent unnecessary deaths," he said.
Honduran President Porfirio Lobo said on national television that he had suspended the country's top penal officials, including Orellana, and would request international assistance in carrying out a thorough investigation.
"This is a day of profound sadness," Lobo said.
Orellana said the convicts were allowed to work outdoors, unlike those held in a maximum-security facility for the country's most dangerous prisoners in the capital, Tegucigalpa.
Located in the middle of irrigated fields and several large ponds, the prison was comprised of 12 buildings set close together, with an open, dirt prison yard within a central compound. A single dirt road led into the facility, which has a soccer field on the property.
Honduras has one of the world's highest rates of violent crime, and its overcrowded and dilapidated prisons have been hit by a string of deadly riots and fires in recent years. Officials have repeatedly pledged to improve conditions, only to say they don't have sufficient funds.
Tuesday's blaze was the world's deadliest prison fire since 1930, when 322 prisoners were killed in Ohio.
Honduras has 24 prisons, 23 for men or both genders, and one exclusively for women. In December, the total prison population was 11,846 of which 411 were women.

Beresford-Redman's attorney told TheWrap that "the judge's decision is not unexpected," and that he always felt that Beresford-Redman would have to stand trial in Mexico. (Beresford-Redman waived his right to appeal the extradition.)
The attorney added that Beresford-Redman "is innocent of the charges, and he is confident that he will be acquitted."
Beresford-Redman is accused of killing his wife, 41-year-old restaurant owner Monica Burgos, while the couple vacationed with their two children at a Cancun resort in April 2010. Burgos' body was found in a sewer pipe near the resort; prosecutors said that she appeared to be strangled. Hotel staff reported that the couple had a heated argument during their stay.
The producer was arrested in Los Angeles by U.S. marshals in November 2010.
During a July 2011 extradition hearing, prosecutors argued that Beresford-Redman killed Burgos for insurance money and custody of the children.
"After nearly 15 months in United States custody, Bruce will finally be returned to Mexico to stand trial for Monica's murder," Burgos' family said in a statement on the day of his extradition. "This day marks a major milestone in our journey to ensure justice for Monica."

JERUSALEM ? An Israeli military court on Monday rejected an appeal from a Palestinian man on hunger strike for 58 days to have his jail term reduced, officials said.
Lawyer Mahmoud Hassan said a military court judge refused the appeal and that his client, Khader Adnan, will be detained until May 8. A military spokeswoman confirmed the ruling and said Adnan will be expected to carry out the full four-month sentence. The spokeswoman spoke on condition of anonymity in line with military regulations.
Adnan is a member of the militant Palestinian group Islamic Jihad. He is on a hunger strike to protest what he says is humiliation that he faces in Israel's military justice system. He is in poor condition and under guard at an Israeli hospital.
